‘Finish preparation for vote counting by May 12’

TEZU, May 07: All the preparation should finish by 12th May to avoid end moment confusion and hassles, said Dr. BM Mishra, RO/DEO for 2 Arunachal East Parliamentary Constituency and 44th Tezu-Sunpura  assembly constituency while briefing the officials appointed to perform duties on 16th May, i.e. the counting day, at his Conference Hall here  today.

To simplify all the work, the DEO/RO provided forms and formats to all the officials and said that total precaution should be maintained for error free tabulation. Any kind of indiscipline and bad behaviour will not be tolerated and actions will be taken against any lackadaisical attitude, he added.

Tabulation, EVM distribution, postal ballot, media cell, sealing of EVMs and election papers, PA system and videography, communication etc were touched upon at length and breadth.

All the appointed officials were present in the briefing session.

All the counting processes will be videographed as per the guidelines of Election Commission of India. DIPRO

 

AoL to host teenagers’ workshop from today

ITANAGAR, May 07: The Art of Living will organize a YES! (Youth Empowerment Skills) workshop for the youth in the age group of 13 to 18 years at Arunachal Vikas Parishad, C Sector here from May 8 to 13. The six-day course will be held from 2 pm to 5 pm.

YES! is an innovative and dynamic educational and life skills programme that provides teenagers the tools to achieve their ideal life with ease, creativity, energy, and inhibition-free. The course empowers youth to become more centred and focused, to manage negative emotions and to live life with increased awareness, perception and expression.

Using special breathing techniques, participants learn to attain peace of mind which leads to an improved memory and helps them concentrate. The participants are also taught ways to handle peer pressure, stage fear, low confidence, etc. Through simple play-way techniques and awareness games, yoga and breathing techniques, children develop their social and leadership skills and learn problem-solving strategies. The techniques also help children drop addictions and other negative patterns in life. The course also includes several processes to inculcate human values such as co-operation, sharing, service to others, respect for self and others and compassion in youth.

 

Meeting on disaster preparedness held

YINGKIONG,  May 07:  A meeting on Disaster preparedness, coordination and review of DDMP was held at the DC’s Conference Hall here today. The main objectives of the meeting was to discuss about necessary measures during the time of any disaster like earthquake, landslide, floods, fire accident etc. and to ensure that proper stocking, placement and management of foodgrains, medicines, drinking water essential commodities, power supply, communication, man and materials are made so that any emergency situation can be tackled in a better, efficient and effective manner.

Presiding over the meeting the Deputy Commissioner-cum-Chairman District Disaster Management and preparedness Dr. Tariq Thomas asked all the DHoOs and other officers to submit Disaster Management contingency plan before the monsoon. The Deputy Commissioner also asked DDMO to submit proposal to the government for procurement of tents, tarpolin, solar light, lamp, rope other implements and tools which are necessary during disasters.

Participating in the discussion the SP Tage Habung appealed all concerned officers and staff to cooperate and coordinate with District Administration and Police department during occurrences of any disasters in the district and also suggested foodgrains, Power supply, portable drinking water, medicines etc. should be made available. Taking in the interaction the DMO Dr. Kaling Dai suggested for conduct of Mock Drill on Disaster Management. Among others PD, DAO, DHO, DVO,DDMO, EE (PWD), EE(PHED),DF&CSO, AE (RWD), AE(WRD) and others representing forest and Fishery department attended the meeting. DIPRO

 

APO visits blocks to ensure proper implementation SBM

ITANAGAR, May 07: To gather first hand information regarding implementation of Saakshar Bharat Mission (SBM) in Upper Siang district, APO (Adult Education) of Upper Siang district D. Tekseng recently toured various SBM centers under Geku and Mariyang block.

During his tour, the APO interacted with the adult learners and expressed his pleasure to see that many of the adult learners were able to sign their name.

He asked the “Preraks” of the district to be sincere and punctual while discharging their duty to make the mission a success. He cautioned that there will be no honorarium for any Prerak against defunct centre.

 

Ayurvedic consultation

ITANAGAR, May 07: The Art of Living is bringing a reputed doctor from Sri Sri Ayurveda, Bangalore to provide Ayurvedic consultation and diagnosis in Itanagar. The doctor will be available for consultation on 9th May 2014 at the Art of Living Centre located in H Sector from 8.30 am.  One of the special consultations on offer will be Nadi Pariksha or pulsediagnosis. More E-PDS counters sought

ITANAGAR, May 07: Appreciating the authorities for opening of e-PDS counter to check and prevent bogus ration cards, the Para-Veterinary Association of Arunachal Pradesh (PVAAP) has  urged the authorities to open  more e-PDS  counters at Banderdewa, NirjulIi, Naharlagun & Itanagar to mitigate the problems of the common consumers. Only one e-PDS counter is not enough in the capital region, the  Association said. It  further urged upon the  authorities to expedite the process of enrolling and issuing of e-PDS card  so that Govt staff  do complete the process in minimum period of time.  It also sought extension of days  for renewal of e-PDS for another one month in the interest of the common people of capital complex.

 

Association seeks action

ITANAGAR, May 07: All Upper Subansiri Fair Price Shop Association claimed that the district food & civil, supply did not issue the allocated PDS items such as APL, AAY so far though Food Cooperation of India Zonal Office Guwahati had already allotted for Upper Subansiri district for the month of January 2014. In its letter addressed to the Director Food & Civil Supply Association sought strict verification and supervision to check such activities.

 

Villagers cautioned about firing practice

AALO,  May 07: The Unit of 356 Field Hospital C/o 99 APO will carry out small Arms firing practice at 20th ITBP firing range on May 15 & 16 May.   HGBs, GBs and all nearby villagers falling within the fire range have been informed  to keep themselves away from the firing range area and also for safe custody of their domestic animals in and around the firing range on scheduled date. Garbage management responsibility shifted to IMC

ITANAGAR, May 07: The responsibility of the sanitation conservancy, solid waste management of Itanagar has been transferred from the department of Urban Development and Housing to Itanagar Municipal Council (IMC). The shifting of responsibility of twin town garbage management came after the state government notification and subsequent order no.(DUD/Estt-591/2013-14 dated Itanagar 4th December 2013. In a release the urban development and Housing department appealed to the citizens to registered their complaints and feedbacks pertaining to the solid waste management with IMC in their respective wards.

 

Rly passengers without ILP decrease

YUPIA, May 07: After stringent action taken jointly by Papum Pare District Administration and Police against the ILP offenders, the train passengers coming from Assam side have been decreased to approximately 250 whereas during last week the figure was approximately 2000.

Meanwhile Papum Pare DC Ashok Kumar talked to Ratan Lal, Divisional Manager, NF Railway, Rangyia division. Ratan Lal informed  Ashok Kumar that most of the facilities are completed at Railway Stations by Railway authorities and now rest of facilities like surrounding wall will be completed shortly on priority. One arrested for burning forest

ITANAGAR, May 07: A woman from Jami-Jate was arrested by Itanagar Police for allegedly clearing forest land by setting fire for jhum cultivation in Daria Hill area.

A case has been registered at Itanagar Police Station under section 435/427 IPC R/W section 33(U/A) of Indian Forest Act, informed Capital SP Seju P. Kuruvilla.

Efforts are on to book other remaining accused, the SP said.

Ray of hope for the citizens of West Siang

 

Dear Editor,

This is with reference to the news item published on 4th May,2014 in your esteemed daily under the headline "DC issues order fixing time for road maintenance" I as a senior citizen and resident of Aalo west assembly constituency is feeling overwhelmed and content for now. The Deputy Commissioner's genuine involvement and initiation towards the betterment of Aalo-Likabali road, instructing orders to the concerned BRTF officials and the EE,PWD,and asking for repairing of work to be done within stipulated time is acknowledged and appreciated by every citizens of the region.The Aalo-Likabali road, for many years is in deplorable condition. Even though it is most significant trade route and lifeline of the local community, maintenance of the said stretch of road has not been done for several years. Public are facing hardship due to it. The complaints lodged by public always fell on deaf ears . However due to Deputy Commissioner's assurance ,we are having a sigh of relief and a ray of hope is being lightened within us.

Enact Forest Act at the earliest

 

In a new development which will usher ray of hope, Arunachal Pradesh is going to  enact its own Forest Act to protect its forests besides various flora and fauna. A draft formulated by the committee constituted in this regard by department of Environment and Forests was yesterday submitted to PCCF cum Principal Secretary (E&F) AK Wahal. The committee comprised of Additional PCCF’s Dr. Rabindra Kumar and Dr. R Kemp, CCF RK Singh, RSC Jayaraj and DCF S. Manyu after thorough deliberation and repeated meeting, finalized the draft Arunachal Pradesh Forest Act.  The draft will now be placed in the website of the department (arunachalforests.gov.in) inviting views and suggestions of the public and other stakeholders.

The workshop involving experts from all over the country will also be organized for fine tuning of the draft Act, before its formal submission to the Government. It is to be noted that Arunachal Pradesh does not have its own Forest Act and is still following the Assam Forest Regulation, 1891 for administration of its forests. Many experts believe that taking advantage of weak law; citizens of state are indulging in rampant encroachment of forest land. Reserve forests and wild life sanctuaries are vanishing thick and fast due to massive destruction caused by human encroachment. The decision of Environment and Forests department to formulate its own Forest Act should be supported by everyone. Now it is the duty of department to ensure that Arunachal Forest Act is enacted soon and it does not remain as publicity stunt.

Tongam Rina among 100 information heroes of 65 countries across the world

ITANAGAR, May 07: Tongam Rina, the Associate Editor of this daily has been honoured by the Reporters Without Borders (Reporters Sans Frontier -RSF) as an information hero. Tongam is the only Indian journalist to find place in the list of ‘100 information heroes’ released by the Paris based media watchdog on the occasion of World Press Freedom Day on May 3 last.

The brave lady journalist was shot at by miscreants on July 15, 2012 in front of this daily, apparently for her bold articles against anti-social elements in the society. Now recovered from her injuries, Tongam vows to continue her journalistic mission without fear and trepidations.

Prepared for the first time by the RSF, the list comprises 100 heroes (men and women ages 25-75) from 65 countries across the world, who have helped ‘to promote the freedom enshrined in article 19 of the Universal Declaration of Human Rights through their courageous work or activism’.

“These ‘information heroes’ are a source of inspiration to all men and men who aspire to freedom," Reporters Without Borders secretary-general Christophe Deloire said. "Without their determination and the determination of all those like them, it would be simply impossible to extend the domain of freedom."

“They put their ideals in the service of the common good. They serve as examples. World Press Freedom Day should be an occasion for paying tribute to the courage of the journalists and bloggers who constantly sacrifice their safety and sometimes their lives to their vocation,” Christophe Deloire added.

Some other journalists from India’s neighbouring countries figured in the RSF heroes list, include Zaw Phay (Burma), Asif Mohiuddin (Bangladesh), Jigme Gyatso (Tibet), Hamid Mir & Muhammad Ziauddin (Pakistan), MV Kaanamy lnathan (Sri Lanka) and Mariyath Mohammed (Maldives).

Earlier, Tongam was honoured with the Laadli Media Award 2011-12 for Gender Sensitivity, Eastern Region at a glittering function in Kolkata on November 22, 2012. The award is instituted by the Population First, an NGO working on population and health issues supported by the United Nations Population Fund (UNFPA). Tongam was also selected for the prestigious - Prize for the Freedom and Future of the Media – 2013 instituted by Media Foundation, Leipzig, Germany.

Meanwhile, Journalists’ Forum Assam (JFA) congratulated Tongam for being honoured by RSF.

“As northeast India, primarily the State of Assam maintains a horrible track record in safety and security of media persons, the honour to a young journalist of the region would definitely encourage courageous journalists to perform their duties with a better conviction. We feel proud of Tongam and appreciate the initiative of RSF,” said a statement issued by JFA president Rupam Barua and Secretary Nava Thakuria.

 

 

DGP takes note of suggestions of this daily

ITANAGAR, May 07: Arunachal Police yesterday took up the suggestions of this popular daily sincerely on prevention of crime particularly along Assam-Arunachal boundary area.

Referring to the 5th May editorial of this daily (Arunachal police need to act swiftly), DGP S Nithianandam(IPS) in a press release said that the editorial of this daily has touched upon a serious issue with positive approach and tried to reflect people’s sentiments.

“On my part, I have reflected your concern about the issue in a letter to my police officers and the ways and means to stop such activities in our area. Hope, I will get your support to maintain law and order and prevention of crime in future,” the DGP said to the Editor of this daily.

While appreciating Arunachal Pradesh police for rescuing a businessman after a fierce encounter with the rebel outfit near Bora Jaldobi village in Assam's Dhemaji district recently, the editorial of this daily said that Arunachal Pradesh police need to take this incident as wakeup call and take some important steps so that such incident is not repeated. The reported abduction of businessman by NDFB (S) militants from his farmhouse inside Daying Ering Wildlife sanctuary is a matter of concern for whole of Arunachal.

“Police should make their presence felt in boundary areas. They should improve human intelligence and get hard on the underground outfits. If timely action is not taken, they may spread their area of influence in whole of the Arunachal,” this daily had said in its editorial.

 

 

Official team inspects NFSM project implementation in East Siang

PASIGHAT, May 07: A team of officials led by Pasighat Agriculture Development Officer (HQ) Miram Perme today inspected various ring wells dug up at different WRC fields in East Siang district and took stock of progress of the projects.

The project was sanctioned under National Food Security Mission (NFSM)--a centrally sponsored agricultural programme, which has been implemented in all 12 agriculture blocks in the district.

The officials, who are also members of the Project Management Team (PMT) for NFSM scheme, have inspected newly installed ring-wells at Taki Lalung, Yagrung, Mirem, Rani, Berung and Ngopok fields. The team includes Assistant Engineer (WRD) Naying Danggen, WRC Pre-tactic Training Officer, Dibakar Sen, progressive farmer of Mebo Pumto Perme and others beside PRI leaders.

According to official sources, an amount of Rs.45 lakh has been released for the fiscal year 2013-14 for East Siang district in order to implement the schemes. More than 600 rural farmer beneficiaries have been covered under this scheme in the district so far and they have been provided with agricultural inputs, seeds and manure besides technical guidance on scientific methods of rice cultivation.

The department allotted 12 such ring wells under the scheme in five agricultural blocks on priority basis. Pasighat has been allocated 7 ring wells while two has been allocated for Mebo block. One Ring Well each has been allocated to Bilat, Ruksin and Sille-Oyan blocks.

Each of the ring wells will be constructed at an estimated cost of Rs 80, 000.

As per guideline, the dug ring wells should be installed in wet rice crop (WRC) fields where there is no irrigation facility. The project sites should cover around 100 hectares of croplands in a cluster approach.

Informing the insufficiency of fund under the scheme, ADO Perme informed that the department has plan to place proposal for additional fund for construction of plate around the ring wells with installation of water pumps under Chief Minister’s Farm Mechanization scheme.

According to him, each ring-well with diesel operated pump set will cost around Rs 2.15 lakh for smooth operation.

 

 

Mahila Congress resolves to seek one more RS seat in state

ITANAGAR, May 07: Arunachal Pradesh Mahila Congress Committee (APMCC) has resolved to seek one more Rajya Sabha seat in Arunachal Pradesh.  The resolution came after the discussion on the sidelines of Mahila Convention cum release of a souvenir Nyem Mylege Ator Tornam (Nari Shakti) on women empowerment at Rajiv Gandhi Bhavan here today. APMCC also emphasized on the establishment of Women Police Station in each district headquarter in the state to tackle the women related cases. It further sought for National Women’s Bank in the state Capital. Hundreds of women delegates across the state attended the convention.

Attending the function T.C Tok general secretary APCC headquarter urged the women folk to work for the upliftment of women in all spheres. Tok also released the souvenir.  

Welcoming the delegates APMCC president Yari Dolum highlighted the activities of Mahila Congress Committee.

 

 

Humanity is the key to life for ‘Florence Nightingale of Arunachal Pradesh’

ITANAGAR,  May 07: “Humanity is the essence of life and I believe there is no duty bigger than the call of duty at the Operation Theatre (OT) involving someone’s life”, said the ‘National Florence Nightingale’ awardee from Arunachal Pradesh Gyati Jailang (Duyu) speaking to this correspondent in an exclusive interview here today.   

‘There is no such fixed duty hours for us unlike other Govt. servants and we have to attend our call of duty even at odd hours and sometimes to discomfort of family. However, the feeling of being a part of the team that gave a life to someone or brought smiles in the faces of fellow human-beings is the biggest solace to me in the end’.

Married to Duyu Punu and the mother of three children, who are all graduates, Jailang joined as an Auxiliary Nurse Mid-Wife at General Hospital Pasighat in 7th September 1983 after passing out from the Health Training Research Centre from the same place. After four years of service she was transferred to General Hospital Naharlagun in 1988 and assigned duties at the (OT) in which she put in 26 years and remains posted till today.

On asked to narrate some memorable incidences or surgeries at her work place, she said: ‘During these past 26 years, I have seen so many reputed surgeons who played magic with knives and scissors and gave life or brought smiles on the faces of so many people that it has become difficult to remember any particular or memorable surgery at the OT’.

On insistence, she agreed to narrate three significant events that have left a deep imprint in her memories till today. “The first instance is when my late father, who had come for medical treatment at General Hospital, Naharlagun from village died at the hospital premises while I was on duty. That day, Dr. T. Basar (Senior) and I were performing an important surgery. In the meantime, I got the message that my late father was in a critical condition and wanted to see me. I was not in a position to leave the assignment which also involved another human life and requested some of my colleagues to attend on my behalf. However, by the time my assignment got over and I came out of OT, he was no more”.

“The second memorable event which I remember was a surgery performed on a Nyishi patient who had come with multiple ‘dao cut injuries’. The cuts were so deep and major that even there was perforation of the lungs. The surgery lasted seven hours from late evening to dawn and it was a success”. “The third memorable surgery was the one performed by Dr. M. Jini in 1997 on an Apatani female patient whom the doctors at R.K Mission Hospital, Itanagar had refused to operate citing multiple organ failures. Braving all odds, Dr. Jini infused life into that almost dead girl. Now the same lady is living an active physical life and attending the routine chores at her native village. Tears continue to flow down the eyes of the lady and her relatives when they recollect the marathon surgeries spreading more than three times”.

“I have worked with so many reputed surgeons but I would like to specifically take the names of some senior doctors with whom I shared some very memorable work experiences. They are Drs. K. Nishing, K.K Dey, M Jini and M. Basar (Surgical Specialists), Drs. T. Basar, B. Mala and L. Wangchuk  (Gynaecologists), Dr. R. Doye (Eye Specialist), Drs. R.D Khrimey and Nirmali Taba (ENT Specialists) and Drs. Sunar, D. Raina and R. Kombo (Anesthetists)”.

On inspiration and motivation, she says: “There was this Sister A. Philip, a Keralian who taught me the nitty-gritties of OT in my initial days and said that there was no higher contentment and satisfaction than healing the pain and bringing smiles in the faces of fellow human beings. Besides full co-operation from my family members, Drs. T. Basar (Senior), K.K Dey and M. Jini continued to inspire and motivate me not to leave the OT although many of my colleagues had come and gone.

During the 31 years of this sister’s service career, she has been promoted only once in 2008 from ANM to GNM. “My promotions and service length doesn’t affect my appetite for work and I will continue to discharge my duties as I had been performing since 1983 and till my superannuation”.

For this simple, god-fearing, good wife and a loving mother, ‘humanity’ is the key to her life.

 

 

Install proper drainage system at Gandhi Market: GMWA

ITANAGAR, May 07: Mass social service to clear blocked drains and repair road went in vain as rain waters again flooded roads and colonies at Gandhi Market areas of Daporijo causing great inconvenience not only to the pedestrians but also motorists.

Few days ago, the Gandhi Market Welfare Association (GMWA) had organized a mass social service to clear the blocked drains but the situation has not improved.

There are three important educational institutions, namely the Govt. Degree College, Govt. Hr. Sec. School and Govt. Town Middle School in the locality. But the authority is always turning a blind eye to this chronic problem, lamented GMWA vice president Adap Maling.

The market association appealed to the department concerned to install proper drainage system and also repair the road immediately.

 

 

VKV conducts training for preprimary school teacher

ITANAGAR, May 07: Vivekananda Kendra Arunachal unit recently organized camps for Bal Sevikas (Teacher of Preprimary School) at VKV, Kharsang.

Experienced teachers shared their valuable knowledge with the participants. Activities were conducted with locally available materials like dry leaves, flowers etc.

It is worth mentioning here that Vivekananda Kendra is running 115 Balwadis in Arunachal Pradesh including the remote circles like Lazu, Wakka, Khimiyong etc. The Balwadis are not regular formal schools, but to prepare the tiny tots through games, Stories and songs for formal schooling. It is a system to teach through play way method.

Attending the closing ceremony yesterday, N Ngemu, the Vibhag Pramukh of Vivekananda Kendra, Tirap Vibhag encouraged the participants to work with a service like attitude to uplift the society and play their respective role effectively.

72 participants from Tirap, Changlang, Lohit and East Kameng districts attended the camp.
